You will receive this quest by talking to the Arch-Bishop in the Pantheon of the Divines located in Griffon's Perch in Evermore. VERY IMPORTANT NOTE: Complete this quest BEFORE embarking on the Mer De Sang quest!!! Otherwise you will have to sneak in with invisibility to remain undetected and not kill the informant!!!
